Under new USPS regulations (DMM 608.11), a machine-applied postmark now reflects the date your envelope enters an automated regional processing facility. It no longer guarantees the date you dropped it into a blue street-side collection box.

How to Bulletproof Your Mailing Date

If you must mail physical documents, do not rely on standard mail drop-offs. Here is how to legally establish your mailing date:

  • USPS Certified Mail®: This is the gold standard, providing a date-stamped receipt legally accepted as proof of timely filing, plus tracking or delivery attempt proof.

  • USPS Registered Mail®: Generally used for highly sensitive items, this offers maximum security and a date-stamped receipt that serves as undeniable proof of mailing.

  • Certificate of Mailing: Available at the retail counter for a small fee, this provides official evidence you presented the item on a specific date, though it lacks tracking.

  • Retail Counter Postage: Buying a Postage Validation Imprint (PVI) label at the post office counter automatically prints the acceptance date, acting as a valid postmark.

The Free Alternative: A Manual Postmark

If you prefer not to pay extra fees, ask for a manual postmark (or "hand-cancel"). Take your envelope to a postal associate at the counter, request a hand-cancel stamp, and watch them stamp the current date directly onto your envelope free of charge.
